I see it as haggling.. you start at a point you're willing to compromise on, and what you actually want becomes the 'middle ground'.
That has been one of the frequent gripes about NRA positions: they ask for the compromise, instead of going big.

I appreciate NRA joining in on this case, but they fight a retreating battle most of the time, trying to minimize losses. Whenever we actually regain gun rights, it's because of people on the cutting edge, pushing limits that scare the apologists, with the NRA there as a fall-back position.

Gun rights are civil rights, and the same issue has come up in every fight for civil rights.
