Isn't there a requirement for 6 moths of Texas residency before you apply for a CHL?

I'm confused by this then. Taken from the TX DPA web site:
"GC ยง411.172. ELIGIBILITY.
(a) A person is eligible for a license to carry a concealed handgun if the person:
(1) is a legal resident of this state for the six-month period preceding the date of application under this subchapter or is otherwise eligible for a license under Section 411.173(a);"
411.173.a only refers to non-resident issue to those in states that do not have CHL.

Yeah, it's confusing.
The key is this clause (underlined):
GC 941 1.1 73. NONRESIDENT LICENSE. (a) The depament by rule shall establish a procedure for a person who meets the eligibility requirements of this subchapter other than the residency requirement established by Section 411.172(a)(l) to obtain a license under this subchapter if the person is a legal resident of a state another - state or if the person relocates to this state with the intent to establish residency in this state.
The bottom line is that DPS doesn't care how long you've lived here, as long as you can prove it with some kind of documentation. For practical purposes, a driver license with a Texas address takes care of the issue.

The TX DPS web site quotes 411.173 differently, without the section that you underlined:

So I'm more confused than ever. I'm guessing that the section was changed at some time. But which version is the valid one?

That page is at least three years out of date.
No web site contains the current laws, reflecting the changes that became effective on Sept. 1, 2009. The least inaccurate site is here:
