California should really settle for no round in the chamber for semi automatics, but loaded mag in the gun. Given the propensity for accidental and negligent discharges with semi autos, most especially with some of the rubes getting guns these days, that's not a bad idea for every state. Revolvers with their inherent stiff trigger pulls are a different beast altogether.

That makes as much sense as carrying an unloaded gun. After all, an unloaded gun is nothing more than a metal rock.
