I hope the powers that be have looked into this "crop theory" and then performed a stake out awaiting the "farmers"...

Looking at the map, it looks like the trestle to the culverts is a good 350+ yards. And, it was dark. Any failure to hit the kayaks or fishermen may not have been from a lack of trying.

Keep in mind, the shooters were probably drunk too. Good for the victims, specifically because it's bad for accuracy.
