How about an Ishapore 2A1? It's (more or less) a Lee Enfield chambered in 7.62x51mm, so ammo will be cheaper than .303 British and can be got for under $200 (or easily got for under $250).

He's not laying it flat. the towel is doubled up at the front to create a rise and then the forearm has an angle to it. If you watch between shots 1 and 2, he keeps inching it forward against the towel to increase his elevation a bit at a time. Why you'll see a lot of precision guns with broad and angled forearms so that you can increase elevation with a slight amount of shoulder pressure.
