I disagree. They might be able to infringe on your rights, but they can't take them away.
But in Texas? Seriously?

I don't think that the current Texas governor would do this, but the governor has little or no control over the actions of local law enforcement.

If Hurricanes Katrina and Rita are any yardstick, the Federal Funds were quite some time behind the Panic, looting, killing and general pandemonium of the State of Emergency.

I don't believe this as outragous as it might sound to some. Hurricane Rita had more people on the move than ever before (possibe exception of Katrina) The people couldn't get to anyone if there were an emergency, and folks were respsocible for their own Security.
Galveston's solution for the lack of security was to block off the Island and not let folks secure their property immediately after the storm was completely irresponsible and arbitrary. ( They had work crews mitigating on the Strand on the news.) The armed property owner is perfectly capable of securing and his own property and contents. I'll never understand why its more important to get police to the disaster site than it is to get property owners access to their property.

Remember folks, this has less to do with natural disasters than 'states of emergency' - aka riots. A lot of states passed these kinds of laws in the wake of late 60's race riots.
