Actually, plenty of cities have specific ordinances dealing with solicitors of this type. Here, they're required to have a permit and nametags displayed at all times while soliciting, and the PD does enforce this pretty strictly because of the potential for fraud and occasionally, robbery.

Thanks for the feedback. Ya, I recall now that as a kid getting tonsils out, it did take a while for the ether to kick in. They told me to breathe deep, close my eyes and that I would see bunny rabbits. They lied. But I did go down hard. Then woke up in pain. And have been wary of the medical people ever since.
