Yeeeahh. There is a missing piece to the puzzle here. I agree though, turn it in and let the cops do their job.
If he clears, great....but something has the olfactory signature of an ichthyological specimen in this scenario.

It was a pair of guys, from the information gathered. The first guy (the one spotted with the OC on his hip) came into the office, as a distraction more or less, while his coworker obtained the vehicle.
