I had my CHL from 2000-2004 and I let it expire. I just got my new one yesterday and noticed it was the same license number as the old one. I figured that number would have been recycled after 7 years

I have on old drivers license in which I am wearing a hat. It used to be legal in Texas to wear a hat in your D.L., not sure when they changed that.

After mailing back my expired CHL to the exact address contained in the email from the CHL section, I found it back in my mailbox marked "Return to Sender-No such number". I assume it's referring to the PO box that I was instructed to mail it to. I have sent an email asking for further instructions.

Regardless of what the email said, the LAW does not require you to return expired licenses, or licenses with changed names/addresses. You must return only licenses with a changed category (SA/NSA).
Range Rule: "The front gate lock is not an acceptable target."
