My take is that the Gun did not walk into the Restaurant, drop to the floor and open fire on the woman.
The guy carrying it has a responsibility to himself and to others to maintain situational awareness and a safe/secure weapon. He apparently failed that. He should be vigorously prosecuted.
If you can't hold yourself responsible for carrying a weapon safely around others, don't do it.

He was negligent and gets what he gets. I don't think he did anything criminal but he should have to pay her bills. If he has a mental deficiency he needs to be responsible enough to put his guns in a safe and not carry.

They can request anything they want but they have no legal authority to require prosecution but neither does she. That decision is up to the prosecutor, not the victim.

I don't understand this part at all. What the guy did in this case is much worse than not knowing the precise location of all loaded guns that are in your house. I don't see how this argument bolsters their case at all.
I should add that I believe you should still know where your guns are at in your house, and absolutely need to know this if there is any possibility that children or potentially irresponsible people could be visiting your house.
