From an FFL dealer, yes - but there's no such requirement if you sell your firearm face-to-face to another Texas resident.

He wants it so that you can't even do that without having to go through an FFL - to save the children, of course. No more private gun transactions of any kind.

What names? There are no states that contribute names to the system unless they are convicted in a court of law. It is, by definition, a database of criminals in the US. Would the good Senator have his name added to that database when he purchases a firearm? What exactly does he mean?

Never mind. Schumer has never allowed the facts to cloud his rationale.
In fact, because of the above, his own state does not contribute names to any system. I'm asking purely as a rhetorical flourish, exactly how dumb is this man?

I believe it was the House Republicans that promised this.

Schumer is a Senator. He and they play by his and their own rules.

Reading the name Schumer reminds me of one of my favorite Mark Twain quotes:
