it is because of the way the law is worded. The law defines the term "illegal knife" but just as a term to use for a collection of specific types of knives. Then under the section on what we can carry, the law bans carrying an "illegal knife" off your premises.
So, it is legal to have the knives on your premises and sell them. It is legal for you to have them at home. And then even were smart and made it legal to carry them if it was incidental to being a curio or in a collection. No definition of what a curio or collection is, so you can legally take it home from the store even if it is the first sword in your collection.

It may have been here or another forum but Ihave also heard that knife laws can be stricter in certain cities in Texas. For instance in San Antonio locking blades are illegal. I have not verified this and do not know where to go to do so.

...and now we can carry illegal knives in our vehicles...concealed or not, according to PC46.02(a)(2)...for years a no-no
...I believe San Antonio bans folders shorter than 5.5"...and the state bans them longer than 5.5"...so it's kind of like "what kind of black Ford would you like, Mr. Citizen???

A fixed blade is quicker anyway and less risk of breaking.
