I would imagine that many people hire local off-duty LEOs for their security needs when travelling.

Exactly, when the superbowl was here there were off duty cops from all over Texas here working as bodyguards for various players.

Body Guards in Texas have a Level 4 PPO license..

Rich people aren't bound by the same laws as the rest of us.....the law always lets money buy "rights" and privileges that aren't available to those without enough of it. As another has already posted: all animals are equal, but some animals are more equal than others. It's not just hypocrisy, but an actual form of tyranny, that someone like Bloomberg --a liar, fraud, cheat, and hypocrite, but a rich one-- can purchase a fundamental right that is legally denied to most everyone else in NYC: the right to self-defense.
