While I wouldn't recommend using the CHL as ID for TSA, I believe the TSA could use it. From the
TSA website:

The CHL is a state-issued photo ID card. The Texas Department of Motor Vehicles doesn't issue drivers' licenses, so the I think DPS would be the equivalent for this purpose.
Again, I wouldn't advise it, primarily because of the additional attention it might get. In a pinch (lost or expired DL, for example), however, it should work.
The sooner I get behind, the more time I have to catch up.
