Even with a CHL, you still need to fill out a 4473 when doing a FFL transaction. The FFL just doesn't need to call in the NICS check, since you've already had a background check done.

The only hitch here is that the OP stated that he has an AZ permit, therefore the background check would still be completed.

Thanks for the input everybody. That scammer thread on the other forum was one of the first things I thought about when he said he was a cop in Austin. My gut says that this guy isn't out to necessarily do harm but I doubt he is who or what he claims to be. At any rate I've decided it's not a good idea to receive a firearm from this guy on the chance it is stolen or has been used in a crime. As I recall he offered some other stuff for trade like a 22" "new" LED TV, "New in box" Microsoft Zune MP3 player, a "swat" style kevlar helmet, a guitar, and a set of golf clubs. This stuff is all hi target stuff for thieves and makes me even more suspicious. He has been contacting me from a (281) area code btw. I thought that was a Houston area code which would also be strange for an Austin LEO. At any rate I plan to ask for his full name and badge number just to see what he says. Any advice on checking his info out other than calling Austin PD?

First I called the county sheriff office (where they have over the phone checked a gun for me before) but they told me they could not check over the phone in case there was an issue with it. I went to drive to the sheriffs office the next day to do it in person and I saw a cop on the way (same county different dept.) and I pulled up beside him and I simply explained the situation to him and asked if he would mind doing a check on it. he said he couldn't just check a firearm that way. Which I thought was odd they run NICS checks on guns and people all the time on routine stops. but whatever. I think he was just being lazy.

So I went to the county sheriff office went inside with the gun in my jeep out front and the serial on a piece of paper. He ran it for me. took 2 minutes.

I would suggest you call your local dept and tell them you bought a used firearm from an individual and want to make sure it was legit and not stolen. They will likely send someone to you or ask you to bring it in.

Are there any limitations to what kind of cops can do these kinds of serial number searches?
Can Constables vs Sheriffs vs State troopers do them?
