You'd be surprised how many there are out there like that. If you go to a rural county that has a fairly low median income and in turn tax base, they don't have the $$$ to hire stellar law enforcement. Many do a good job of recruiting good talent and get a decent person for the job, however, some end up with a less than stellar person as their lead LEO.
