As others have said; I'd refer them to Obama for help. None would come, and they'd again be reminded why they need to protect the 2nd Amendment and the Constitution when the time comes....

Small depts. don't have the budgets for huge stock piles. Finding practice ammo has become tricky.

As an individual, I don't have the budget for a huge stock pile. Finding practice ammo has become non-existent. I have to hold what I have until normalcy comes back.

I think not. Not because I don't believe in local LEOs training for proficiency, nor because I think they bear any responsibility for the current environment. I simply don't have enough to supply very many people for much training. When it comes down to it, I have to make sure I have enough for me to continue to train and enough self-defense ammo to take care of me and mine if necessary.
