A Utah CFP in Texas would be no different than MPA in that regard, or LEOSA for that matter.

That is not accurate.

Once it is issued, the UT CFP remains valid until it expires. A person in UT-reciprocal states is required to have a home state license for the original issuance or renewal of the UT CFP, but once the license in is hand you are good to go for the entire 5 year duration.
