This is some crazy stuff. The only "non-suspicious" thing in your post, by itself mind you (not with the rest of the description you gave) is the speaker box. If it was a speaker box, the holes in the side are not wierd. Some speaker boxes are ported for the sound.

Even so, the whole description is wierd.

I gave make, model, plate # and full description of what I saw including the fact that he had something that looked like speaker boxes covered with carpet and all in the back window. But they had holes in all sides of them. I though it was out of place so I felt it was the right thing to do. If he's not doing anything wrong then he's got nothing to worry about
Since when is dressing odd a crime? Are you going to call the police on Halloween?

All you did was take away time from the officers to pursue real crimes.

FWIW, my brother is a long haul truck driver and he does stuff like that just to make people go HUH?!......he was hauling some medical equipment once that required radioactive placards on his trailer, so for fun he took a couple of glow sticks, cut them open and smeared the stuff all over his clothes so he was glowing.....some people have a warped sense of humor
his latest thing is to drive down the road wearing his diving mask (he is working on getting a dive instructor certification) to practice his breathing....said he gets quite a few stares

This wasn't Halloween. If it was I would have prolly had a mask on too. It wasnt my intent to waste LEO's time. I just thought I was doing a good thing. Guess I'll think twice before doing it again.

Nope, no code against dressing strange. The coat and speakers...no big deal...but the gas mask is a bit over the top.

Was he just some guy acting strange to get a rise out of someone? Probably. But that doesn't make what you did wrong. Calling the police, in my opinion, was fine...

Now pulling your gun, pulling the guy over, putting the guy on the ground, and maybe putting one in his leg for insurance, now that would be excessive

I disagree with this logic. I think anyone out there that observes suspicous behavior should call it in. The police can't be everywhere and see everything.

Would you feel the same way if the police pulled him over and discovered a rolling meth lab?

Sounds like something I would have done in my younger and stupider days...

This is almost as bad as going drive-by shooting with water guns.

At the very least, he was driving with his vision impaired. Enough cause for a traffic stop. If he was expressing his artistic side or was just goofing with other drivers, a conversation with a police officer might raise his awareness about the wisdom of such behavior in these times of heightened fear and suspicion. He might have the legal right to wave a toy gun in his car (not pointing it at you), but it's probably not a good idea right now. You did your neighbors and fellow citizens a service by calling it in. Thank you.

I don't know what kind of gas mask the guy was using, but I once was part of an exersise where we had to do some conciderable driving using 1970's vintage gas masks, vision wasn't really an issue, but those things are pretty durn hot
