There in no residency requirement to get a CHL period. If you live out of state you can get a Texas CHL, it will just have your out of state address & DL number from your state on it. But the license itself isn't labeled "non resident" Point blank- no residency requirement to get a CHL. You do have to take course here & have to get prints taken here (regardless of where you live)

Does it have the other state's DL number now? A friend had one before he moved to Texas and the DL line was blank, but that was a couple years ago.

Others have quoted the applicable law, but the 6 month residency requirement was effectively eliminated when they started to issue nonresident CHL. There was a rare moment of common sense in Austin when somebody realized it would be silly for someone to be able to get a Texas CHL the day before he moved here from Utah, but would have to wait six months to apply after moving here.

Fortunately, CHL renewals are now a lot easier for nonresidents with the elimination of class time in Texas and no prints required if the old ones are good quality.
