Well, it is a state issued ID, so it should be valid to use in any situation. But I would only use it if I somehow forgot my DL.

I've used it a couple of times myself as second ID, or as the one that I grabbed by accident.
Never had anyone bat an eye. People who "recognize" the ID either deal with ID every day, or have one themselves (and thus generally have the good sense not to make a big deal of it) -- nobody else really recognizes it for what it is.
I now carry both a TX DL, and a TX state ID card (I also carry my passport card, but I never use it--I just find it more convenient to keep it in my wallet while I keep my passport book in the safe).
I have found having the separate TX ID and TX DL quite handy on a number of occasions -- like those times that I have to leave an ID with security to get a temporary building key and such. Just something to consider since it's only a few bucks extra, and one more form next time you're at the DPS office.

Why would she need to use any ID other than her passport, I have traveled internationally quite a bit and never used anything but my passport no other ID needed

Except for voting the state of Texas does not recognize your CHL as an ID. That is why you are required to have your DL or other Gov. issued ID when you are careening.

I purchased a TV at Best Buy, after giving my credit card I was asked for id. Didn't have my glasses and thought I handed my dl, clerk said "oh a handgun license". I offered my dl but she said "this will do".

My understanding is yes they do as it IS a government issued ID card.
