Investigation Ongoing of a Firearm Discharged at School
There was an accidental discharge of a weapon at Newman Elementary school located at4150 Walnut Avenue at approximately 11:14 a.m. Wednesday morning.
The weapon was mounted to a Police Motorcycle that was on display during Red Ribbon Week activities. Red Ribbon Week is an annual event where police personnel
visit various school sites to provide safety information related to drug and alcohol abuse. During the Red Ribbon Week activities a child was able to approach a
police motorcycle and pull the trigger of an AR-15 rifle that was locked into a weapons mount on the side of the motorcycle. The rifle was never removed from
the locked mounting device. There are multiple fail safes that are designed to prevent incidents such as this. The Chino Police Department is currently investigating
the exact cause of the discharge of this weapon. However, one fail safe was effective in that the bullet disintegrated when discharged by striking a metal plate where
the barrel rests against the weapons mount. It is likely that metal debris struck two children resulting in extremely minor injuries. The two children were transported
to a local hospital for treatment. A third student was assessed at the school and released to parents. The Chino Police Department’s policy pertaining to patrol rifles
(section 432.8) states that the following conditions must be met:
• The chamber is empty
• The rifle bolt is forward with the hammer down
• The rifle safety is off
• There is a loaded magazine in the rifle with no more than 27 rounds
• The dust cover is closed
• The rifle is stored in the locked vehicle’s rifle rack or trunk

“The preliminary investigation has shown that the established safeguards and procedures were not followed,” states Chino Police Chief Miles Pruitt.
“It is unfortunate that this event occurredand I will make every effort to ensure it does not happen again.”
