I know this is an old thread, but I had an MIP when I was 19. Two, actually. I fought one (and I won but paid court fees :)) and I still got my CHL. It was a very long time ago. Though, I'm sure, ymmv.

MIP shouldn't disqualify somebody unless it factors into a decision of chemical dependency but arrests should be disclosed whether or not there was a conviction and whether or not the conviction would disqualify them.

A few days after I submitted my application, I remembered that I had gotten an MIP. Mine was in the late 70's, so 30+ years ago. I had completely forgotten about it and of course, didn't report it. I thought about calling up DHS and asking about submitting some kind of amendment but then just figured I'd wait and see what happens. Got my CHL with no problems. ymmv.
