Can you renew if your CHL expired over a year ago?

I know I am right. I remember the discussions on this topic last spring during the legislative session. There were also all the people with recently expired licenses discussing the need to find training and renew before the September 1st effective date.

That is not accurate. There is still a 1 year grace period.

The DPS is mistaken. Look at the enrolled bill:

You are misreading it. DPS explained it and made it clear during instructor renewal. It is on their website

A person who submits an application after expiration can renew up to one year afterwards.

... it appears that DPS at least for the short term has taken it upon themselves to allow a grace period. This may be due to the fact that DPS is have trouble meeting their own legally mandated deadlines.

Maybe they are taking a page from the Obama Playbook and altering legal deadlines to suit their own convenience. After all, Obama doesn't care what the statutorily-mandated deadlines are, so why should any other government agency conform to the law

Like I stated, I am positive they have checked with their legal department and are solid on the interpretation.
