It's cheaper for us, and probably simpler for DPS for us to upload forms, but that contact form is far from simple. It is absolutely ridiculous for us to have to enter all that "required" information, including mailing address(es), email address, phone number, and DATE OF BIRTH, for Pete's sake! (I grit my teeth every time I have to enter that.) Also, I've never seen a site that uses a three-step process to upload files. Select the file, upload the file, submit the form. Email addresses don't have "https" at the beginning, and all email addresses have an @ symbol. Clearly what you see is a web address and not an email address.
You can fax, scan and submit to the link, or mail.
One can always find difficulty when one looks for it. Appears you found it. DPS has made things MUCH easier for instructors.

They could easily add an entry to the second drop-down for "CHL Instructor Upload" that would only require the entry of name and instructor number, and the filename to upload. And since name and number are on the uploaded form, they could probably even do without that.
Which would be a backward movement. So you think everything is just hunky-dory as is. Ok, I disagree. I think it can be better. I just don't see the need for complaining. I guess we could go back to buying certs for 5 bucks each and having to mail everything.......

Namely, lists of potential CHL holders names and DL numbers. I'm surprised that you've gotten it to work.
