Based on what they are discussing about Huffmans amendment, it may take away parking lots on private college grounds, not just premises. Let's wait for her amendment.
It would only prevent open carry in such places, not CC.
(a-1) Notwithstanding Subsection (a), a license holder commits an offense if the license holder carries a partially or wholly visible handgun, regardless of whether the handgun is holstered, on or about the license holder's person under the authority of Subchapter H, Chapter 411, Government Code, and intentionally or knowingly displays the handgun in plain view of another person:

(1) on the premises of an institution of higher education or private or independent institution of higher education; or

(2) on any public or private driveway, street, sidewalk or walkway, parking lot, parking garage, or other parking area of an institution of higher education or private or independent institution of higher education.
I know that the language you quoted above is only for open carry however what I heard them talking about was the ability of private universities to post 30.06 signs that impacted the grounds in addition to the premises.

I wish Birdwell would turn it around and ask him, "so you don't trust the students that you represent?"

Point for point, Birdwell is calmly counterpunching all the bull that Ellis can offer.

Birdwell is so calm, I have always been so impressed with him, but he is hitting it out of the park today.

I'm glad Whitmire isn't yelling again today. But I don't understand why he thinks that criminals committing crimes on campus should preclude the law abiding from defending themselves.

Did I hear Whitmore right? did he say he doesn't understand "God given rights"?

Whitmire apparently thinks that there is a God given right to be on someone else's property.

Whitmire seems very concerned about students being able to drink without CHLs around :grumble

Mr. Whitmire sounds to me like he thinks students aren't currently CHL holders, and they only drink when they're on campus??

Sen. West has a lovely baritone voice, and a dignified demeanor... but the weight of his arguments don't match the gravitas of his person.
