I know that the language you quoted above is only for open carry however what I heard them talking about was the ability of private universities to post 30.06 signs that impacted the grounds in addition to the premises.

I'm glad Whitmire isn't yelling again today. But I don't understand why he thinks that criminals committing crimes on campus should preclude the law abiding from defending themselves.

Mr. Whitmire sounds to me like he thinks students aren't currently CHL holders, and they only drink when they're on campus??
