How can they spend tax money on something like this? That is the same thing because someone else will have to pay more to make up for the lost revenue in that area. Don’t they have to justify the expenditure somewhere?

Why turn in a $500 budget build? The lower receiver is the serialized part and legally is the "firearm". I'd just turn in a $60 lower.

Too bad the bill would only let me turn in one.

Either way, the cheaper AR's are approaching $400 if you catch things on sale. Just think what someone could do if they built cheap AR's with no intention of them actually working? Half the damn rifle could be really cheap polymer with just enough metal to allow it to fire a few times without self destructing.

It really depends on the definitions used in the bill. If it were done so it was easy to game the system, I am sure it won't last long.
