You can bet there will be much discussion on the do's and don'ts of open carry. I think the law is written so it is very easy to read and understand. They tried to make special training and education for gun retention when open carrying. It didn't go anywhere. I think it's definitely something you should think about. I personally use retention holsters for all of my guns. Thumb breaks mostly. Not because I'm afraid someone will come up behind me and grab it but I don't want it to fall out onto the ground. Anti-grabbing is second concern. There will be arguments for and against both you can be sure. Safety and common sense should be your guide. Any additional training is a good thing. As most of us have heard many times. Practice, practice, practice!

Okay - Assuming it goes to the House and gets approved and assuming Gov Abbott signs it (I know breaking down the word assume - ass-u-me) would a drop leg holster be legal under this law - I train dogs (including tracking, service dogs etc) and I have a Safariland retention holster from my days as a LEO troop and I like them

I'll go out on a ledge and say for a fact, it's too soon to tell. Seriously, we have from now until Jan. 1 2016, to discuss very valid questions like these, but IMO we are too early in the bill to say anything for certain. I know that doesn't answer your question, but for now that's the best answer I have.

While it is not in the law, I would say that OCing without some sort of retention holster would be a very bad idea.

I OC at the ranch, and I have been using Safariland holsters for about 10 years now. The ALS system cannot be beat. Simple tab that you thumb naturally rests on, squeeze it back as you draw and out it comes. The SLS system is an added measure that is more secure.

Right now, I have an OD Green 6360 for my G21. It has both the SLS loop and the ALS thumb tab. Great for running around the ranch, on and off of tractors and such. Don't have to worry about that coming out unless I want it to. When I OC, it will be with at least an ALS model, and maybe with the Level III SLS/ALS.

It hangs off of a belt, there is no reason to suspect that it would be determined to be anything but a "belt holster"... but time will tell.

I would not want to be in a position where my lawyer is having to explain my holster choice to 12 jurors in any of Texas' five most populated counties.

So far from what I've read it doesn't get any more specific than shoulder holster and belt holster. Pretty straight forward as far as I can tell. It doesn't say the belt has to be around your waist either. So I guess you could open carry a ankle holster as long as it was attached using a belt. I think if using reason one would assume a belt goes around your waist. I think the important part is it has to be in a holster. No lanyard carry allowed.

Call me a cynic, but I don't think Mr. Patrick is the one at the keyboard for these posts. It's the marketing machine behind the curtain.

I just did a quick search in the bill and all I saw was that is has to be carried in a shoulder or belt holster never said it had to be fastened to the belt or shoulder rig so can't a person shove it into a belt/shoulder holster and carry in their hand?

Note that SECTION 22 of HB910 amends Govt Code 411.188(b)(2) to include "..handgun use and safety, including use of restraint holsters and methods to ensure the secure carrying of openly carried handguns;". So the class instructors will be required to introduce the use and methods of the secure carrying with restraint holsters.
