Not to my understanding. A FFL can call it in if they desire but if they chose to do that you could not take possession of the firearm until it was approved. I would not do business with a FFL who insisted on calling it in.
I know that I would have received numerous phone calls from someone if they had to call them in later. One of the reasons I got my CHL is because I would get hung up in the NICS system - there is a felon in NJ with my same first, middle initial, last name, and birthday. It should never happen but I have actually been denied in the past due to this issue. So I'm sure they aren't calling mine in.

Exempt, yes, but some stores still call it in because of store policy. Didn't we hear that about Academy a couple years back?

Regarding BO as the greatest existential threat to the USA, wouldn't that have been great if during his and Romney's debate when Romney was asked if he would have responded that BO was the greatest existential threat to our national security?

I have run into FFLs that call in on all transfers, CHL or no, and I decline to use them, period.

When you renew your CHL, do they run a NICS check?

If they do a NICS check that would hit the Federal database and trigger a refusal based on SS data.
The question is, does the Texas background check also hit that database?

I recall this being a lively topic when it was brought up about the VA. I also recall some government apologists here claiming there was nothing to worry about.

Some current LEO correct me here, but there are (or were) actually several investigative databases. NICS is the least comprehensive. It was designed in response to the Brady Law of 1993. The key is to understand the acronym: National Instant Criminal Background Check System. Instant being a key word. This is what the form 4473 relies on. I don't know of any Law Enforcement agency that uses NICS. NICS is run by the FBI and now includes a computer e-system so you don't actually have to call an operator. It only provides clear (for sale), no (no sale) or wait (wait 72 hours) responses.

When you are stopped for a traffic citation, you are run through a much more comprehensive system known as NCIC. This database is far more detailed than the NICS one. No one except an authorized Law Enforcement Officer may access this information, although you used to have to use a voice radio to access it through a dispatcher. Even an officer cannot just "run" license plates and DL numbers through NCIC anymore. The slang shorthand for a call-in request used to be, "run wants and warrants" which gives you an idea how much more detailed it is than NICS. Today most departments have laptops in units so verbal calls are not used.

NCIC has numerous different parts containing all sorts of information, such as stolen property, address history, aliases, etc. I may be incorrect here, but I believe this system is a required part of the CHL process. NCIC is run by the FBI. I have no idea if NICS is a separate database, or just a limited access NCIC check. Some geek may know, if such things matter.

There are (pretty sure they still exist) even more comprehensive restricted databases that are operated on a need-to-know only basis.

I don't remember the wording on the 4473, but I think it allows FFL's to opt out of NICS for licensed purchasers because they wouldn't have the license without an NCIC check.

Key thing to remember for us "codgers" is to get with an attorney and get advice on how to keep prying govt eyes out of your affairs. IN ANY EVENT, back on topic. While reading the article posted originally I agree. In the country illegally should mean there is no SS benefit for that group of people and that particular problem deserves to be addressed first.
The second statement from that article shows the implied inaptness of our administration. None of the recent and past shooters was a SS benefit recipient. The trend actually points to people with a particular religious background and drug or psychological problems.
In other words, our administration addresses some unimportant steps because the real issues seem to complicated and politically sensitive in order to be addressed first.

What is a "condition"??? So if the elderly person who lives alone in a rough neighborhood has a "condition" or "disease" - say he uses a cane or walker - he couldn't purchase a firearm for home security? Surely this bill won't survive....

That's what I think, if a person requires a wheelchair AND receives social security benefits she or he would be disqualified from a firearm purchase. That is discrimination in my opinion.
The 2nd issue comes to my mind is the waste of tax money spent with time and effort invested in such a nonsense while the real issues like border security, gand crime, drug related crimes etc. are too challenging for the very same group of individuals coming up with nonsense like that.
There wasn't an elderly or disabled individual shooting up a cinema or a military base.

Civil (citizen) rights should not be subject to the whims of the Executive bureaucracy. It should be up to a court via a jury of one's peers for the rights of a citizen to be taken away. The slippery slope inclines another degree...

So being in a wheel chair as I am, also on Social Security and VA, will disqualify me from purchasing a firearm ??? What about the 22 weapons I already own ....??

Sadly I figured something like this would end up happening, just as having doctors asking if you own guns or not. I sure hope something can kill this as it affects me. I have been disabled and on disability ever since a major accident which almost killed me (broke back, neck, left rib cage and lost lung). During the ordeal I was diagnosed with depression and anxiety issues, which have never seen a physiologist for nor ever told I should see one. I still take medication for both issues I guess cause being on it for so long. I don't feel depression or depressed but I do feel anxiety issues sometimes but I handle all my own affairs though. Just crazy cause I know I will get jumbled into the class of mental issues.

I've purchased several guns since getting my CHL and never had it called in, and I've bought from local gun stores, Academy, Cabelas, and Gander Mountain.
