I'll revive an example of an unclear situation I face regularly.
1. City of Keller "owns", according to TAD.org, the land and building that is the "Keller ISD Natatorium" (the building is named this on the signage).
2. Keller ISD "manages" the building and its activities. The building supervisor is an employee of the ISD. However.... I am not familiar with what contractual arrangements are in place that establish or govern this relationship.
3. The Natatorium is used for both ISD and non-ISD functions. For example, the building is open most of the summer, when school is out, for City residents to use. I spend many weekends and evenings here while my kids swim in club (not ISD sponsored) swim meets.... They have classes and sessions for the elderly to swim and exercise, I can go into the building most times it's open and pay a small fee to swim laps/exercise.
The building is posted 30.06 (although the signs are non-compliant, I believe (letters too small).
Assuming the signs are compliant, are they "legal" to have been posted on a building that is owned by the City (not the ISD) and open to the public much (most? all?) of the time?
Sure would be nice to be able to carry there on weekends, evenings (when no ISD sponsored events are taking place) and in the summer.

Roy, is it a place where district and school sponsored swim meets and other sporting events are held? Regardless, considering who owns and operates it, I would not carry there with or without compliant signs.

Does the "school building" language of a building that is often used as public space trump the "city owned" language that prohibits 30.06?

Roy, the scenario you are dealing with is definitely an interesting one. It may be worth using the forms Charles provided to give them notice and see how it shakes out.

I realize this is an old topic but I work for a Group Resident Operation that is regulated by TX HHS. I am working to change the interpretation of a "no handgun" rule (748.3931). I stumbled across this internal policy change. Effective Sept. 1, a new state law will prohibit the use of signs by state agencies that bar concealed handgun license holders from carrying firearms into government buildings.
Senate Bill 273, which the Texas Legislature approved in its most recent session, prohibits government agencies from posting notice signs known as 30.06 at their facilities. This notice signs can result in an investigation by the attorney general followed by a $1,000 or more fine per violation, per day.
HHS employees who work at state-owned facilities and see signs instructing the public not to bring their firearms into the building should inform their supervisor so they can contact HHSC facilities management to remove the signs.
Private property owners who lease or rent their building to state agencies can lawfully post the 30.06 sign, but state employees cannot post the sign.
What is HHS policy on firearms?
All HHS employees, including those with a CHL license, under Chapter 411, Texas Government Code, are prohibited from carrying firearms and other weapons:
•on any premises owned, leased or operated by an HHS agency; or
•in any agency-owned vehicles.
Are there any exceptions to this new law?
One narrow condition prohibits CHL holders from carrying firearms into publicly noticed meetings of governing bodies or advisory committees. No other kinds of meetings are covered by this exception. Due to the narrow restrictions, agency leadership will advise staff involved in those meetings whether to pursue the requirements to obtain this exception’s force of law.
