Word is that the shooting was at a conference center in the facility that had been leased out to some group for a function. No word on what that function was or who the group was.
This may have been a targeted attack on that function and not really related to the state offices for the developmentally disabled.

The site is being overwhelmed by too much traffic, so I was unable to determine if it was a gun free zone. But it is California.
One report said the men or man was carrying a rifle. Left in a Black SUV. People have reported body armor.
One statement said the shooting occurred in a conference facility that was being rented to an outside group.
This may explain the choice of a place that helps people with disabilities as the target. It was not this organization, but the group that was renting the meeting room could have been the target.
We will hope and pray it was not a veterans group, as from the reports, this does not appear it is a random crazy person intent on suicide for his or her 15 minutes.
My prayers for the victims and their families.

The live reddit coverage I posted above is gold mine. According to eyewitnesses, shooters were armed with AK type rifles.

A witness at Roberts Elementary reported a camouflaged middle-eastern man with a beard wearing a headset at the Waterman Discount Mall - possibly armed.

Feel for the cops this is crazy. Lots of incoming FUD from citizens.

Shooting was in a California Learning Disabilities Center........a gun free zone. SB County is one of the few CA counties that does occasionally issue carry permits, but it would not have been permitted in that building anyway.

NBC reporting that the scene of the second shooting at a Target shoppint center down the road is unrelated, and involves the arrest of a parole violator in a separate incident.
