Sphinx SDP Alpha sub compact, 13+1 round with flush magazine, size compares to and is almost identical to Glock 26, and HK P2000 SK.
Retail is < $1,000, made in Switzerland, CZ design and hand fitted. In my opinion it is the best production gun in its class just not the cheapest.

When you say steel frame, that eliminates virtually every currently made small-frame 9mm except for some (generally lower-priced) 3" 1911s. I think all the guns mentioned are alloy framed, but I'm not certain about a couple. Most have aluminum frames and a stainless steel slide.
I am wracking my feeble brain trying to come up with a modern compact that has a steel frame.
IMO you should include aluminum frames just to broaden the selection.

I'll second the EMP suggestion. Super nice gun, very well made.
I do believe personally that a SD weapon should be double action, unless the owner is very well practiced with an SA.
With that in mind I like my Para PDA/LDA over the EMP. Same size, double-action.

Lots of good choices in revolvers. I'd look at a 3" barrel to make it a bit more range-friendly

My Kahr K9 is great but way too heavy for pocket carry.

They, the heavier pistols, are getting harder to find. Looks like light weight is the concern of the day.

Figured they would... AFTER I bought one in .380

When we were looking for a pistol for my Daughter, she chose a Para LDA/Carry 9 since she was already familiar with the 1911 platform but liked the double action trigger. Lots of safety features, 8 + 1 capacity.

Whatever, you decide, best to find the model you are interested in and put it 'in hand' before purchasing, some pistols just feel better than others and you'll want to be certain she can operate all the features.

I did some reading, and indeed the Rohrbaugh R9 is no more. Remington reincarnated it as the RM380, in .380 ACP only. (Rohrbaugh made a .380 too, it was the same size and weight as the 9mm model). That's too bad, there's about a zillion small .380s out there now, but the R9 was the only really pocket-sized 9mm semi-auto out there. It had some quirks, but I always wanted one, just not $1200 worth. There's some on Gunbroker right now, but all over $1000.

Oh, and the R9 is aluminum frame, steel slide.
