I can say for sure, but I would suspect that would still require a serial number on the tube or one of the other parts........unless it were dealt with the same way as an 80% lower, or something like that.

Should be like an 80% lower. I believe the bill references that suppressors will be treated like firearms, and that is how a firearm is treated. Anyone can make their own firearm, and it doesn't have to be serialized or engraved at all, unless they are planning to sell it.
