If you are talking about the tax office on Park Ave. in Plano, it is validly no carry. That building has a court in it. Don't really need the 30.06 sign, but it is a good reminder that the building is off-limits.

I don't know HCAD, but in Austin, the Travis appraisal district has evaluations going year round that could be considered "meetings". I'd pay attention to that sign.
