I think the main point here is good thing the explosive vest was fake since the "First Responders" (with tusk & extinguisher) only subdued the bad guy until ... the "Good Guy With The Gun" arrived

One for murder.

Not sure if they were the fire extinguisher and tusk guy, or others who were helping.
