To some large degree, I think you are correct. I believe the term is "handlers" and I agree with anygun that Jarrett is one of them.

Obama lived in Indonesia from the time he was about 6, until he returned to Hawaii at age 10. During that time he was living indigenously. He was not the child of an American businessperson, diplomat or military member who all would have maintained an exposure to American ideals. No, Obama was the step-child of an Indonesian revolutionary family (not a bad thing, since it resulted in Indonesia's independence from the Dutch) who spent his formative years immersed in Indonesian language, culture and religion. No, I do not think he is secretly a Muslim, but i do believe his fundamental outlook is far from "American".

Anybody that thinks Obama is merely incompetent is underestimating him. He is evil. His goal is "to fundamentally change America", and he's well on his way to being successful.
I totally agree. I have always said the man is intelligent, but (at the least) misguided.
Nothing that has happened since he miraculously jumped into the world-stage has changed my assumption that he is indeed some incarnation of the Manchurian Candidate.
Look at how he runs his administration.
From hardly ever attending his PDB in person, to starting his day at 10:45 AM, to sleeping through Benghazi to never (hardly) meeting with his cabinet or Congress. These are all very clear (to me) signs of an administrator that is in over his head... they speak directly to incompetence.

How do you vote for a man for POTUS that has never managed anything more complicated than a community of poor folks (as a volunteer?) and hides his academic and legal records from public view.?

Just because he's had some success pushing his agenda does not indicate competence for the job of POTUS. Obama's incompetence is exceeded only by Americas stupidity for giving such a blatantly unqualified person the job.
I don't know, the examples you give for incompetence could be interpreted as indifference. He doesn't care about any of these things because they are irrelevant to his agenda. I think it may depend on what you measure his competence against. If measured in the traditional sense he may look incompetent, but measured against his success at "transforming" the country, he looks downright evil and effective.
Here's the thing....

It's just too easy to give credit to Obama for being "smart enough to accomplish his evil agenda".

Truth is... if he was so smart... he would be sure that all the basics of his position were covered, at least competently, so that he could competently respond to a completely foreseeable event such as Benghazi (well.. terrorist attack on US foreign assets in general.. we have a clear chain of command for stuff like that, no?... he was notified within minutes of the attack, no?... but he was unprepared to make any decision other than stand down... no?... You think stuff like that doesn't come up regularly in the PDB? It's easier to read the report... but what do you lose? ), or the IRS, or just about everything Eric Holder does, doesn't make him look like the north end of a southbound mule.

He's accomplished some of his evil agenda DESPITE being a morally corrupt human who is over-matched for his position. How? Because he has MANY accomplices. He's not so smart. He's a sociopath.
Another interpretation for Benghazi is that they/he made a political calculation that it was better to delay heat over policy until after the election. Seems to have worked to me, at least, if as I suspect, he's been supplying arms to the Islamists. In other words, the stand down was thought out and deliberate. Where you're assuming incompetence I'm assuming sheer venality. I think the guy is a sociopath. They know they can rely on the media to carry their water for them. I think a second term was their highest priority and they weren't particularly concerned about any blowback later on. That said, I also agree with Purplehood that The One is basically a manufactured front for the Ayers/Jarrett cabal --and perhaps others. He's sort of a stalking horse. I'm not saying I think he's smart, and he's clearly not any kind of leader, but I think he's part of the gang, sort of like a mascot, and not a complete puppet. He's just a lazy sociopath who wants the maximum of power and wealth for the minimum of effort, and that means he is probably rather easily manipulated.

Again though, we're back to standards of measurement. Your standard appears to include a reference to right and wrong and a comparison of results to supposed objectives. This bunch is completely amoral --if they were just immoral it wouldn't be so bad. Looking at it another way, again, with a 2nd term as an objective, the IRS actions worked. Their only real objective is power, the platitudes are just part of the sales puffery they use to keep the idiots in their base happy. The One got a second term. Holder, Obama, et al, don't care what happens to the people in the IRS who did their bidding, they served their purpose. They've gotten away with everything they've done. They openly flout the law, perjure themselves, and lie, and it hasn't even made a dent in their base. His supporters are just as rabid as ever. They're all still in office and the likelihood that any of them will ever suffer any earthly consequences for their actions are slim to none.

A misfired email from an Internal Revenue Service employee in Ohio alerted officials in Washington that conservative groups were being targeted a full year earlier than previously acknowledged, Fox News confirms.

Transcripts from interviews held with IRS employees in Cincinnati show that managers in Washington knew about the heightened scrutiny put on Tea Party groups applying for tax-exempt status in July 2010.
