A "shelled" peanut has been removed from the shell. Kind of like a "shucked" osyter.
The raw peanuts are soaked in brine before they are roasted.

Soooo... If shelled means without shells, why wouldn't salted mean without salt?
To say nothing of assaulted peanuts.
