Don't you think she's earned her keep? Why not just see the Governor's crazy and raise him? It's time for them to go to war. The folks in the prison are going up against the Governor, his one good henchman and a town full of children with no combat experience. I concur. She can't take two steps without kicking something over, bumping into something, or stepping on something noisy. But it's noteworthy that the Governor's despotism is illustrated by this dictatorial fiat.

Humanity is Andrea problem. She good at killing Walking Dead but has a problem with Talking Dead. The Walk Dead has change from a dead human to an object. How the survivors are reshaped by the Walking Dead is the story. Surviving is of no value if you lose your humanity and your god. (They never talk about God.) It is just a tv story.
