I know gigag04 meant to say Killeen instead of Waco.

This was a major media event that really drew attention to the CHL effort. However, the effort began well before the 1993 Texas Legislative Session.
I wrote a CHL bill in 1980 for introduction in the 1981 Session. Unfortunately, John Lennon was killed by a guy with a handgun in Dec. 1980 and this touched off a nationwide furor against handguns. The House sponsor said it not only wouldn't pass in 1981, but it would be counter productive to even introduce it. (He had a Senate sponsor I never knew.) I don't recall when it was actually introduced the first time, but by that point, it wasn't what I had drafted.

Account of the Luby's massacre that Dr. Susan Gratia has given. She was there. Her parents died. Her legally owned handgun was in her vehicle because it was against the law for her to carry it into the restaurant.
