Updated my diagram above. After re-reading the information on packing.org, I noticed that I had left off Ohio on the non-resident permit for Utah. Also, I read that New Hampshire doesn't recognize the Utah non-resident permit.

I'm not an expert, so if you notice any other errors, please let me know and I'll update the diagram. Thanks.

That map is getting better and better...

Its actually becoming clearer what states are left that we can have a hope of getting reciprocity with...

So with a Texas, Utah and New Hampsire non-resident license you could have a true and effective coast to coast capability...

Same as any other negotiations the AG's of each state go through...

They sit down and hash out the particular differences and see if they would be too much of a difference to reach those reciprical agreements...

I'd love to see how they hash these things out...

As an example:

I think the big deal with New Mexico was the age requirement...There were a ton of other states that wanted to bring NM into the fold, but until NM changed that in the law, no one could realistically do it...

When NM changed the age, and a few other little things, boom, we were able to work a deal out...

Alabama's thing was what someone else said here to the effect that the issuing authorities were not centralized...That was the big one that they said...They have a few more booger-boos that need attention, but Alabama doesn't seem to be in a rush to do anything to fix it...

Thats why a NH non-res works for folks like us...We'll get them anyway...

I believe Ohio's deal is that they are new to the "shall issue" idea...

I'd give it a little time...Ohio may be one of the last states Texas actually gets a reciprical agreement with...All those other states appear to be firmly in their own sandbox, and no one else is allowed to play in them...

I'm not sure why we don't have one with NH...It may be because WE don't like how they arbitrarily recognize and honor other states "just because"...Its not that simple I know, but on the surface thats what it looks like...

Which brings me to Steve's opinion on National Reciprocity...

Why do we really need one mandated by the Feds, only to have the risk of having it snatched away from us with the stroke of an executive order???

I know the one that is in the works now at the Federal level is nothing more than simply allowing and encouraging (the states that have them) to recognize ALL states CCW permits like you would a drivers license, marriage license etc etc...

Which may be a little safer than a Federal edict saying every state shall issue and honor all other states CCW licenses so help me God! No matter what that state says...I think we fought a war over something like that...

I think once we get enough states recognizing each others CCW laws and permits, on our own terms...That may be the only pinnicle we will ever achieve...There will be a few obvious holdouts, but thats their problem...
