As far as Texas law, I don't see anything in Section 46 that refers to citizenship or State of residence, so it looks like tourists, H1-B workers, students, etc. in Texas temporarily from NYC, DC, UK, HK, etc. can carry handguns in their car under MPA, or on their own premises, just like Texans.
