Sure, some people commit crime to buy a pack of smokes or a bottle of booze, but for them most part, even the poorest homeless people can scrounge up enough cash to buy a $5 pack of cigarettes without resorting to armed robbery. There is nothing inherently expensive about the manufacturing and distribution of illegal drugs. I was answering another who commented that pot was a natural substance. I was pointing out that the degree of "high-ability" is not naturally occurring.
