Oh, you mean everybody had to pay for it, whether they had a monitored alarm or not. What a noble gesture on the city's part to force the entire population to pay for something only a few would use.
You pay for 911, whether or not you use it, don't you? In many cities where the police do alarm monitoring, its the same infrastructure that handles either 911 or other police calls that handle alarms, too.

Anyone can use 911, and most people do at some point. Few people can or will use a monitored alarm service.

It's not gun registration. They're not asking for makes, models and serial numbers. They just want to know that when they show up, that if someone is carrying a gun, it may be the homeowner.
He has a point. Its a free society and there is no requirement you have to get an alarm. There's also no requirement that you have to fill out everything.
1. Don't get an alarm
2. put "na"
3. just leave blank.
