Actually, the way it's written appears to allow it. It's the LEO who know's it's been illegal his entire career that concerns me.

Yes, Technically, under the law, if you are carrying a concealed weapon under the authority of the CHL, then 46.02 does not apply to you, in it's entirety.
Don't expect the officer to know this, and expect to have to fight it in court. There is no case law on this IIRC, so.... take from that what you will
