On the floor at recess is an Amendment to a budget bill
The Amendment itself is a "complete bill" in Finance committee which would have been reported favorably, and the Chair of committee and the author of bill on the floor want it attached as an amendment... Shapiro doesn't, but wants the Amendment as a separate bill after out of committee
Senate is similarly stuck making amendments then withdrawing them on Bill: SB 1811
