I live in NW Houston (249 and FM1960 area) and work inside the loop (610 & Buffalo Speedway). I get to drive through the cream of Houston traffic on a daily basis. I have found that if you signal in heavy traffic, you get one of two reactions: The car in the next lane makes sure that you absolutely cannot pull over, or, the next car over lets you pull over into its lane.
