Isn't that the effect achieved by forming districts that represent particular ethnic groups?

Herein lies the crux of the problem.

Bal·kan·ize
   /ˈbɔlkəˌnaɪz/ Show Spelled[bawl-kuh-nahyz] Show IPA
verb (used with object), -ized, -iz·ing.
1.
to divide (a country, territory, etc.) into small, quarrelsome, ineffectual states.
2.
( often lowercase ) to divide (groups, areas, etc.) into contending and usually ineffectual factions: a movement to balkanize minority or majority voters.

Glad to see SCOTUS taking a step in the right direction. Much remains ahead. I predict an extremely chaotic election cycle next year.

It appears the U. S. Supreme Court has thrown out the judge-drawn redistricting map, in favor of the map drawn by our duly elected representatives. As it should have. Holy separation of powers, batman!! :hurry:

The ruling sent the issue back to the Texas-based federal court to resolve. All sides –including the justices– openly expressed concern whether a final resolution from three federal courts now considering the Texas maps –including the Supreme Court– would come in time before the November elections.

All it is is ...

Feds want the Southern States to postpone GOP Primaries until December 22, 2012?
Since 12/21/12 is TEOTWAWKI anyway and elections are probably November-ish ...

The court challenge is a plot to deny Texans a voice in choosing someone who might beat Obama.

SCOTUS has just overruled the Texas redistricting plan, on the grounds that the three judge panel from San Antonio had exceeded the law in doing so.

I had a suspicion of that, too.
