I am not aware of any legal requirement to carry an ID card on your person as a police officer. Most departments do require it as part of their regs, but I don't know of such a law. Carrying a department ID (not TCLEOSE) is sort of implied in Subchapter H of chapter 614 of the government Code. That was the law passed 4 years ago that specifies that each department will issue a card and what has to be on it. 614.122 strengthens this implication by stating that the card must have a phone number on it to verify the validity and the number must eb answered 24 hours per day.

I noticed the same thing.

If I had to bet, the TSA is involved by funding the undercover local police, training them, organizing them, or giving them directions for the "task force". My guess is that the undercover officers will be Houston PD.

Regardless, I agree that this is beyond the scope of TSA, the creation of which continues to be the most lamentable thing about the Bush Administration.

you have to carry something...and if these guys are in plain clothes what are they going to carry? 'Cause trust me, they aren't getting into my purse or anything other bag of mine without some proof of who they are, and a badge alone, may or may not be enough...just kinda depends on the kind of day I've had and how much of a Texan b* I want to be. Not that I have ever, or will ever ride a bus in Houston :biggrinjester:

Rhetorical questions: What authority do Federal agents have to arrest someone on a city bus? What Federal crime would be charged? A METRO bus does not conduct interstate travel of any kind. How do they get around 10th Amendment issues?

Not only that, but soon there will be a TSA booth setup between the house and your driveway or garage so they can thwart your carrying and weapon or liquid over 5 oz with you on your travels in your car. They would label it 'CarSafe' under the guise of making travel on our suburban streets a safer and nicer place for motorists.

Many federal agents(i.e. FBI, DEA, ATF, Deputy US Marshals) are listed as "Special Investigators" by the state of Texas. They are NOT considered peace officers, but they do have powers of arrest, search, and seizure under state laws as to felony offenses. FPS officer are not considered peace officers but do have powers of arrest, search, and seizure as to any offense under state law. CBP officers and Border Patrol agents have their own sections with different rules. So while the US Constitution may not have a provision that gives federal agents the ability to enforce state laws, the state of Texas has given some power to select agents and officers.

There are three connections they can use. The first is that the buses ride on federal roads, including interstate highways. The second is that the buses might be carrying a person who is visiting from another state, thus engaging in interstate commerce.

But the real reason, and the strongest connection IMO, is that the bus system uses federal money to operate. He who controls the purse strings controls the enforcement in this case.

There were some TSA agents involved as well as warrantless (and unwarranted) searches.
The counter-terror exercise resulted in 14 arrests, but no terrorists. They found seven alleged prostitutes, two drug users, one dealer, two bad drivers and two more wanted suspects. But they also found a lot of criticism.

Bennett's concern started when he saw a METRO blog saying that TSA and METRO did random warrant-less bag checks of bus riders. METRO now says they didn't do that.

"We did zero random bag checks," Rodriguez said.

"I don't believe they didn't do any searches. The reason I don't believe it is before the operation, they announced there were going to be random bag checks. And after the investigation, they announced in their official blog that there had been bag checks," Bennett said.
