I hate to say it, but -- That's what we hire them for. City councils, state and federal legislatures, they're "Law Makers". We hire them to make laws. Legislators that don't generate bills, and get them passed are considered ineffective. We don't hire people to get rid of bad/outdated/ineffective laws, but to pass new ones.

I wish we could change this perception that they are inefective if they don't generate bills. It doens't mean i don't want them to do nothing but I do want them to prevent legistlation from happening when it's bad. Sometimes compromise is good, becuase the result is better than doing nothing. Sometimes, making sure nothing happens is better than a compromise. What we hire them for is to be our representatives.
